Voting Information

In order to vote, a person must fulfill all of the following requirements: 

Voter Qualifications:

  • U.S. Citizen

  • 18 years of age

  • Resident of the NCSD for at least 30 days prior to the vote

  • Not otherwise disqualified to vote by law

Military voters who are not currently registered may apply to register as a qualified voter of the School District by requesting to be registered by the District Clerk at 607-334-1600. 

Registered, qualified voters of the School District may apply for a military ballot by requesting an application from the District Clerk at the phone number or email address listed above. For a military voter to be issued a military ballot, the District Clerk must have received a valid ballot application no later than 5:00 P.M. on May 1, 2023. In a request for a military ballot application or ballot, the military voter may indicate their preference for receiving the application or ballot by mail, facsimile transmission or electronic mail. If you have any questions, please call the District Office at 334-1600.

A list of registered voters is maintained by the district and available for inspection at the District Office upon request. 

The School Board Elections and Budget Vote will take place on

May 16, 2023 from 11:00 a.m. to 8:00 p.m.

There are two (2) seats open each carrying a 3-year term for the Board of Education. There is one (1) seat for Guernsey Library Trustee open carrying a 5-year term. Petitions are now available for anyone interested in running.

Petition packets for Board Norwich City School District residents who plan to run for the Board of Education are available and can be picked up between the hours of 8 a.m. and 4:00 p.m. in the office of the District Clerk located at the District Office, 89 Midland Dr., Norwich, NY. Completed petitions with 100 signatures of qualified voters, must be returned to the District Clerk by 5 p.m. on April 26, 2023.

 Petition packets for Guernsey Memorial Library Trustee seats can be picked up at Guernsey Library during regular business hours. Completed petitions with 25 signatures of qualified voters, must be returned to the District Clerk, Norwich City School District Office, 89 Midland Dr., Norwich, NY by 5 p.m. on April 26, 2023.
