District unveils major Technology Plan

Over the past several months, teachers and administrators from each building began meeting regularly to develop a long-range plan with goals to support a major, district-wide Technology Plan. The committee surveyed and worked with other teachers, administration, community members and students to get their input and perspective on our current state of technology for teaching and learning in the Norwich City School District.

The District Technology Plan, which is posted on our website under our Families menu (, has five major goals that focus on ensuring all students and staff use critical thinking, internet literacy, innovation and technological fluency skills in their work and learning. We will make technology part of everyday learning and teaching to produce gains in student achievement and increase student engagement in learning and collaboration.

The Technology Plan also directs an on-going professional development for teaching staff to make sure our faculty stays current with the ever-changing technology field and can continue to meet the changing learning needs of our students. The Technology Plan is initially a three-year plan, but it will evolve and be updated on a yearly basis. The Technology Committee will meet throughout the year to monitor the plan, react to feedback and update the goals.

One of the major initiatives of the Technology Plan is to introduce, in a sequential order, a one-device-to-one-student effort. To support that goal, the District has purchased 750 Chromebooks and 100 iPads. Using devices already in the District, we will redistribute and give some students a personal device of their own while others will share devices using mobile Chrome carts. To manage and spread the cost over the three years, more students in all grades will receive personal devices each year. Juniors and seniors will be issued personal Chromebooks that they can take home, just like a textbook. Fifth-graders at Perry Browne and Norwich Middle School students in grades 7 and 8 will receive personal devices for in-school use. Gibson students will have their own iPads.

Additionally, Smart Boards – which were once cutting-edge technology but are no longer made – have been replaced with large-screen televisions that can stream video and audio from any device.

All of these purchases and planning are targeted and designed to support staff and students as we look to increase student achievement. Our Technology Plan is a huge undertaking and a major investment, but we are confident our students will enormously benefit. The Norwich City School District will continue to innovate, improve and expand opportunities for all students.
