NCSD strives to keep you informed of our business operations and budgeting plans.  With the unexpected circumstances that have surfaced as a result of COVID-19, it is more important than ever to share our financial plans and challenges that lie ahead.  

In the winter of 2020, Brian Bartlett joined NCSD as our Business Manager, and he is an integral member of our operations in the district office.  Information related to our school budget and shaping our district's financial future are key in his role. The business office webpage will be the location where members of the community can review financial documents related to the budget.  Visitors can also utilize this resource to keep up-to-date on news that drives our discussions and impacts our stability and growth.  
News From Our Business Office
 
On August 21, Interim Superintendent Diana Bowers shared a message with parents about the cuts in state aid from New York State. An excerpt from that message explains important news which will further change our reopening plans and force the district to make adjustments to the current budget.  

"Norwich City Schools received news that the NY State Department of Budget (DoB) will be cutting State funding to schools by 20% in most budget areas (general aid, excess cost aid, and BOCES aid), until unrestricted Federal aid is received by New York State. 

The political climate in Washington has stalled the release of this aid; with no solution in sight for the foreseeable future. As additional aid payments are released by the DoB, they, too, will be reduced by 20%. At this point, we are estimating that our operating aid will be cut somewhere between 1.4 million if the delay is short-term, to 5.8 million if the Federal aid is not received this year. Either way, this may force us to change our reopening plan to virtual instruction for an unspecified period of time. We will share more information with you as it becomes available."
Meet Our Business Manager
 
My name is Brian Bartlett and I’m from a small town about forty-five minutes North of Norwich called Erieville, NY. I’ve spent the majority of my life living in Central New York, attending Cazenovia Central School District, Ithaca College and then working and living in the cities of Rochester and Syracuse (there was a small stint where I lived just outside of NYC and quickly realized how much I missed Upstate New York).

I’ve traveled a unique path that brought me to Norwich City School District. My career began as a young CPA at PricewaterhouseCoopers. Although I gained a solid foundation in accounting and finance, I decided to pursue a career in higher education, working as a Business Manager for the State University of New York. While there, I began to listen to numerous friends and family that work in various facets of public school systems. My brother is an elementary school teacher, my uncle is an athletic director and transportation supervisor, my mother is a payroll coordinator and my wife is a music teacher (as is my mother-in-law and sister-in-law). I began to understand the strong sense of commitment and pride they find in their work, and with some prompting from a mentor, I decided to transition my career to public schooling. While working at SUNY, I obtained my School District Business Leader certification from the College of St. Rose and was fortunate enough to join the Norwich family in January 2020.

Why public schools? I think back to my time spent at Cazenovia Central and the amazing opportunities that public school afforded me. I was provided access to a wide-range of strong academic courses. I was provided access to phenomenal coaches and teachers who played a major role in sculpting the person I have become today. I was given an amazing foundation to begin my life and career. Now I’d like to give back. I look forward to serving the Norwich community, and although I’ll never forget the blue and gold of Cazenovia, I’m honored to adorn the purple and white of the Tornado.
