NCSD Building Project
Security, Energy Savings, Repair and Renovation – these are the four focus areas of an upcoming Norwich City School District Building Project.
 
In the proposed project, each school building will receive substantial attention to renovate and repair facilities, redesign entrances for security and take advantage of newer energy saving light fixtures and technologies. All of this work is expected to have a zero percent impact on the tax levy. The total cost of approximately $15 million will be covered by existing capital reserve, existing debt payments and state aid monies.
 
The District is working with TetraTech Architects who did an excellent job on our last project 10 years ago. With their existing knowledge of our facilities, TetraTech is able to provide cost-effective planning on engineering on our project.
 
Using information from building condition surveys, engineer and architect walkthroughs, security reviews, and staff and parent concerns, areas and items in each building were identified for consideration.
  • At Gibson Primary, a major concern that was consistently mentioned was a safer and more secure reception area. In addition to changing the entrance, old windows are to be replaced, energy saving LED lighting will be installed and the kitchen equipment will be renovated. Gibson Primary is a designated Red Cross evacuation center so an emergency stand-by generator will be installed.
  • At Perry Browne, we plan again to redesign the front entrance with a buzz-in system and better visibility of the bus circle. The Perry Browne cafeteria also needs substantial kitchen equipment renovation and upgrade. To save energy, occupancy sensors will be installed throughout the building with LED lights replacing older fixtures. Additional security cameras will be installed inside and outside of the building. An emergency backup generator will also be installed at Perry Browne and roofing repair will be budgeted to fix specific leaky trouble spots.
  • At the High School, the front entrance will be redesigned to make it more inviting, bright and secure. The very old and inefficient High School kitchen will be renovated and redesigned. Throughout the entire High School and Middle School, old lights with newer LED lights will be installed with occupancy sensors. 
  • The old section of the Middle School will have the roof replaced and windows in the old section will also be replaced. 
The District expects that this project will continue to maintain clean, safe, and efficient facilities for our students and staff. There are many smaller items to be addressed in all buildings but it is important to remember that all of the work has to fit into very conservative construction estimates. The District buildings represent a considerable investment by the community and with the necessary repairs and renovation the community can take pride in that investment.
